河南省农业信息化建设模式研究

根据河南省农业信息化建设目标(促进城乡一体化进程;科学配置城乡劳动力;提高政府服务能力,促进政务公开;促进城乡生态建设一体化)和农业信息化建设的内容(主要包括农村信息基础硬件建设、农业信息网络建设、农业信息资源库的建设、农业信息服务能力的培育、农业信息化传播网络建设、农业信息化的法律法规等制度建设),河南省应以"政府主导,社会参与,资源共享"为工作原则,贯穿"因地制宜,多管齐下,逐步提高"的工作思路,以农业、农村和农民的需求为中心,把农民亟需的市场信息和技术作为建设的重点,增强农业信息化服务的针对性和实效性,具体有构建农业信息服务平台、突出特色并配置好各种信息资源、建立农业信息化人才培养机制、因地制宜地找准应用突破点、建立多元融资体系、建立农业信息服务呼叫系统和推进物联网技术。

Study on the Construction Mode of Agricultural Information in Henan Province

According to the agricultural informatization goals,involving promoting the process of urban and rural integration,scientifically distributing urban and rural labors,improving the governmental service capacity,making government affairs known to the public,promoting the integration of urban and rural ecological construction,and the construction contents,including the construction of rural information infrastructure,the construction of agricultural information network,the construction of agricultural information database,the cultivation of agricultural information service capacity,the construction of agricultural informatization broadcast network,the construction of laws and regulations for agricultural informatization,Henan government should take diverse actions according to the government-guided,social participated and resources-sharing principles as well as the actual conditions of local areas.Aimed at the demands of agriculture,rural areas and peasants,the informatization construction should focus on the urgent market information and technology,and improve the effectiveness of agricultural informatization services,for example,to construct an agricultural information services platform,highlight the unique features and distribution of various information resources,establish a training mechanism of informatization talents,find out the breakthrough points according local conditions,construct diverse financing system,establish an agricultural information service call system and promote the Internet of Things technology.
