| 摘 要： | 《村委会组织法》中规定了四大民主：民主选举、民主管理、民主决策和民主监督。民主选举理论研讨与实践探索较充分,而另外三项民主：民主管理、民主决策和民主监督的贯彻和落实却是一道棘手的难题。介绍了连云港海州区＂村权三分,三会村治＂（三权：决策权、管理权和监督权;三会：议事会、村委会和监事会）机制的产生、运行机制、效果与存在的困难和问题,运用治理理论与分权理论进行了学理分析,并提出了思考。
