| 摘 要： | 从制度经济学的视角对老农保到新农保的变迁过程进行研究,分析表明：农村养老保险制度是强制性制度变迁和诱致性制度变迁相结合的产物,政府的干预起关键性作用。在设计农村养老保险制度时,要充分考虑社会环境、社会意识的因素,要充分考虑制度的相互影响。

| Abstract: | The change process from former rural old-age insurance to new rural old-age insurance was studied from perspective of institutional economics theory.The results showed that the rural old-age insurance institution is a combination of induced institutional changes and coercive institutional changes,in which government plays a decisive role;in the design of rural old-age insurance institution,we must fully consider the social environment,social awareness and interaction of institutions. |
