| 摘 要： | 依据可持续发展理论、生态学理论、循环经济理论及系统学理论，结合SEA系统理论的基础，研究了规划环境影响评价的理论基础，并对环境承载力、协调性、生态适宜性三大评价方法进行了阐述，探讨了规划环评的主要技术方法，实现了对规划的目标定位、规模、布局、结构的综合论证，从宏观角度对规划方案进行了综合评价。
