新农村建设背景下农村公共服务供给机制重塑

在新农村建设背景下,论述了农村公共服务供给机制重塑的必要性,其有利于提升政府公共服务能力,满足广大农民需求;有利于构建农村多元化公共服务体系,提高农村公共服务供给效率;有利于实现城乡公共服务均等化,统筹城乡发展。分析了我国农村公共服务供给中存在的问题：农村公共服务需求量庞大,政府财政支出不足;社会组织发育不健全,公共服务能力薄弱;城乡差异较大,公共服务供给非均等化;农村公共公共服务体系单一,功能不够完善;农村公共服务市场化程度较低,效率有待提升。针对这些问题,提出了农村公共服务供给机制重塑的策略：加大政府投入力度,扩大公共服务的覆盖面;积极支持社会组织成长发育,提升其公共服务能力;打破二元体制,实现城乡公共服务的均等化;健全农村多元化公共服务体系,完善其公共服务功能;推进农村公共服务市场化进程,提高公共服务供给效率。
