| 摘 要： | 对西安市长安区、临潼区、高陵县和周至县等地的农地流转现状进行调研,实证研究表明,土地流转获得合法化的制度认可之后,仍然面临着制度不健全、社保体系不完善、非农就业机会少等局面,导致农民流转意愿不强。要通过农地流转实现农业适度规模经营,促进农村经济的发展,必须推进农村中心城镇建设,创造非农就业机会,建构城乡统筹的社会保障体系,加强土地流转的管理、监督和指导,同时构建农地流转市场机制。

| Abstract: | According to the investigation on rural land circulation status in Chang′an District,Litong District,Gaoling County and Zhouzhi County of Xi′an City,land circulation still confronts the imperfection of system,faultiness of social security system and little non-agricultural employment opportunities after the accreditation of legalization system,which results in weak circulation consciousness of farmers.In order to realize agricultural management scale and promote the development of rural economy by rural land circulation,we must advance the construction of central town in countryside,create more chances for non-agricultural employment,construct urban and rural coordinated social security system and enhance the management,supervision and guidance of land circulation,and meanwhile construct the market mechanism for rural land circulation. |
