| 摘 要： | 分析了近年来中国耕地占补平衡出现的新问题,即耕地数量基本实现平衡,耕地持续减少和"占优补劣"态势并未扭转;国家基础设施项目和中央大型企业补充耕地压力大;生态退耕是耕地减少的主要因素,林业建设威胁种植业发展;非法建设占用耕地和存量耕地难以统计。在此基础上,提出了相关对策建议。
