新形势 新政策 新思路——“两会”代表委员为行业发展献计

阳春三月,北京迎来十一届全国人大二次会议和全国政协十一届二次会议。每一年,总是有许多话需要言说;每一年,总是有许多权益需要主张;每一年,总是有许多希冀需要表达。来自全国各地的代表委员们怀揣各种治国安邦良策走进中国的最高议事殿堂。在他们充满真知灼见的建言中,越来越多事关中国改革持续发展的话题将被提及,新一轮探讨国是的大幕已被拉开。为此,本刊编辑部特组织本组稿件,回顾近年"两会"代表对"三农"问题的关注及当下代表委员的新提议。

Two Session Member Proposal for the Development of Agriculture

The CPPCC and NPC start their annual sessions on March 3 and 5 respectively, both of which are the 2nd Session of 11th Meeting. Song Hongyuan, director of the Research Center for the Rural Economy in the Ministry of Agriculture said that Chi- nese farmers have met mounting difficulties in increasing their disposable income this year. Then both NPC and CPPCC mem- bers are carrying out proposal for the development of agricul- ture so as to help farmer get higher income. There are three NPC members in fertilizer industry all over the country; all of their proposals are for the health development of fertilizer industry. Besides, Yuan Longping, committee member of CPPCC, appeal for the promotion of control-released fertilizer. Pleasingly, researchers and officers are also caring about the agricultural means industry and hand in proposal to Two Session.
