试论新疆非传统安全威胁的特殊性

当前,新疆和全国一样正处在各种社会矛盾和发展问题集中凸显的高风险时期,其面临的非传统安全威胁因素也越来越多。而多民族、多宗教、多元文化并存的现实和境内外分裂分化中国的敌对势力的分裂破坏活动,使新疆的区情社情就显得更加复杂多变。由于民族分裂分子惯用的伎俩就是把社会问题民族化,把民族问题国际化,把发展问题狭隘化,把民族、国家、文化认同问题异质化,使得新疆的非传统安全威胁呈现出一切问题都极易向民族问题聚焦,并且有被民族分裂分子所利用的特殊性。

On Particularity of Non-traditional Security Threat in Xinjiang

At present,Xinjiang is at the high risk focus-performing period of all kinds of social conflicts and developing problems,and the non-traditional Security threaten factors that Xinjiang is facing are becoming more and more.Furthermore,the co-existence reality of multi-nationalities,multi-religions and multi-cultures and the separating-destroying activities of dividing-differentiating china hostility power in and abroad make the regional situation and social situation in Xinjiang much more complex and changeable.Since the tricks that the nation-separists usually use are internationalizing national problems,narrowing developing problems,changing the nature of problems of self-identifying nation,country and culture,all the problems appearing from the threat of non-traditional Security in Xinjiang are easily turned into national problems and utilized by the nation-separists,that is the particularity of non-traditional Security threat in Xinjiang.
