| 摘 要： | 简要回顾了我国制订和实施土地利用总体规划工作,从理论上分析了土地利用总体规划在社会经济可持续发展中的作用与地位,讨论了制订和实施我国土地利用总体规划存在的主要困难,提出制订和执行我国土地利用总体规划的前提、基础、关键和3个保证为主要内容的实施基础,从宏观上为我国制订和修编土地利用总体规划提供参考.

| Abstract: | The works of developing and application of general land use planning in China were briefly reviewed. The role and importance of general land use planning in sustainable development were analyzed, and the main difficulties were discussed. The developing and application basis of general land use planning including the developing precondition, basis, key issues and three insurances were put forward, which can be referenced and adopted in the general land use planning in China. |
