| 摘 要： | “三农”问题已经成为我国当前及未来最为迫切需要解决的问题之一,解决“三农”问题的难度又是非常之大。走农业现代化道路是解决“三农”问题的根本出路,农业现代化必须实行适度的规模经营。笔者认为,在现行土地承包制政策基本不变的情况下,通过农地租赁实现经营权的流转是实现土地适度规模经营的有效途径。笔者通过对上海市枫泾镇93户农户的访问调查,以较发达农业地区农户农地租赁意愿为案例,实证分析均衡价格的形成及演变方向,并提出土地规模集中的政策性建议。

| Abstract: | As the land contract policy or farmers responsibility system being carrying out continuously, circulating the management rights of rent land is an effective measure for realizing land scale management to the moderate degree. Under the case study of Feng Jing area in Shanghai-developed area of China, by visiting 93 households for their willingness of rent land, the formation and development trend of the balanced price for circulating the management rights of rent land have been analyzed. Finally, some policies or suggestions for increasing the land scale management have been conceived. |
