新疆天山西部林业局天然林资源保护工程及现行政策评价

天山西部林区现有林业用地面积 4 8.1 799× 1 0 4hm2 ,有林地面积 30 .4 0 6 6× 1 0 4hm2 ,活立木蓄积6 885 .2 4 5 3× 1 0 4m3 ,其中以水源涵养、保持水土、改善生态环境为目的的重点生态公益林 (禁伐区 )占71 .0 % ,以生态环境保护为目的的一般生态公益林 (限伐区 )占 2 4 .2 % ,以木材生产为目的的商品林占4 .8%。新疆天山西部林业局在实施天然林资源保护工程的 3年中 ,共完成生态公益林建设任务4 975 7.1hm2 ,木材产量由 1 6× 1 0 4m3 /年调减到 3.5× 1 0 4m3 /年。针对天山林区的具体情况和 3年来新疆天山西部林业局天然林资源保护工程的实施情况 ,在调查研究的基础上 ,从可行性、激励机制与成本效益和长期可持续性三个方面评价现行的天然林资源保护工程政策

Evaluation of Current Policy of the Natural Forest Conservation Program in West Tianshan Forestry Bureau of Xinjiang

The area of forestry land owned by West Tianshan Forestry Bureau (WTFB) now is 48 179 9×10 4 hm 2. Of all the forestry land, there are forested land 30.406 6×10 4 hm 2 and standing timber stock 6 885.245 3×10 4 m 3. According to the requirement of the Natural Forest Conservation Program (NFCP) in Xinjiang, the proportion for WTFB forested land classification and subdivision is logging ban zone occupied 71%, logging limit zone occupied 24.2%, and commercial forest areas occupied 4.8%. Since the NFCP implemented in 1998, the construction of public welfare forest amounted to 49 757.1 hm 2 by the end of 2000, and the total timber output reduced from each year 16×10 4 m 3 to 3.5×10 4 m 3 annually in WTFB. Based on the investigation, this paper evaluate current policy of the NFCP in WTFB of Xinjiang from the feasibility of the policy, the inspiration system and the analysis of cost and benefit, the sustainability for long term.
