摘    要:农地制度改革是兵团经济发展的关键,农地流转创新是农地制度改革的重要内容。在前人研究及实地调研的基础上,本文对兵团13个农业师进行农地流转现状调查分析,利用解释结构模型探索农地流转的主要影响因素,结合农地流转存在的问题提出促进第八师农地流转的具体制度对策。结果表明:北疆团场土地流转较活跃,其中第八师流转规模最大;土地流转价格、土地流转信息获取量、团场引导土地流转力度、土地流转市场发育程度是影响兵团农地流转的主要因素;兵团农地流转存在的主要问题是土地承包经营权权能不清晰、农民收益缺乏增长机制、土地流转不规范、权利流转服务机构缺乏、权利流转监管困难、利益保护机制缺乏等。

Research on Influencing Factors and System Innovation of Farmland Transfer in XPCC
Abstract:The reform of farmland system is the key to the economic development of XPCC, and the innovation of farmland transfer is an important part of the reform of farmland system. On the basis of previous studies and field research, this paper investigates and analyzes the current situation of farmland transfer in 13 agricultural divisions of XPCC, explores the main influencing factors of farmland transfer by using interpretative structural model ( ISM ), and puts forward specific institutional countermeasures to promote farmland transfer in the eighth division. The results show that :(1)The farmland transfer of the Northern Xinjiang Regiment is more active, and the eighth division is the largest ;(2) The land transfer price, the amount of land transfer information acquisition, the intensity of land transfer guided by the regiment, and the degree of land transfer market development are the main factors affecting the farmland transfer of XPCC ;(3) The main problems of farmland transfer in XPCC are :unclear rights and functions of land contractual management rights, lack of growth mechanism for farmers'' income, irregular land transfer, lack of rights transfer service institutions, difficulties in supervision of rights transfer, and lack of interest protection mechanism.
