浅谈淮安市渠南灌区农业水价综合改革工作

为了进一步推进灌区农业水价综合改革,优化灌区农业用水结构,本文以江苏省淮安市渠南灌区农业水价综合改革工作为例,从改革背景、工作开展、改革成效、存在问题等方面,系统介绍了渠南灌区农业水价综合改革的进展情况,并针对实际工作开展过程中存在的问题,提出相应建议。农业水价综合改革作为一项系统性工作,深入推进农业水价综合改革,一要坚持统筹兼顾,两手发力;二要综合施策,系统推进;三要因地制宜,分类实施;四要坚持供需统筹,注重实效。

Discussion on comprehensive reform of agricultural water price in Qunan Irrigation District of Huai'an City

In order to further promote the comprehensive reformation of agricultural water price and optimize the structure of agricultural water use in irrigation district, this paper took the comprehensive reform of agricultural water price in Qunan Irrigation District in Huai"an City of Jiangsu Province as an example, from the aspects of reform background, work progress, reform effect and existing problems, to systematically introduce the progress of comprehensive reform of agricultural water price in Qunan Irrigation District, and put forward corresponding suggestions according to the problems existing in the actual work. As a systematic work, the comprehensive reform of agricultural water price should be carried out in a systematic way. Firstly, we should make overall plans and make efforts with both hands; secondly, we should implement comprehensive policies and promote systematically; thirdly, we should implement them according to local conditions; fourthly, we should adhere to the overall planning of supply and demand and pay attention to actual results.
