基层农产品质检体系存在的问题与对策探讨

为了全面了解和掌握市、县、乡农产品质量安全检验检测机构建设情况,健全三级农产品质量安全检验检测体系,强化履职尽责能力,检视农产品质检体系薄弱环节和存在问题,近期对平凉市1个市级、7个县级和101个涉农乡镇的农产品质检机构进行了摸底调查。从机构设置、运行、人员、编制、资质认定、能力水平、检测面积、仪器配置、经费使用等情况调查发现,农产品质检机构普遍存在机构挂靠、能力不足、资源闲置、经费短缺,人员流动频繁、能力水平参差不齐,检测面积不够,仪器配置不合理,基层机构建设薄弱,乡镇机构管理难度大等问题。提出明确县级农产品质检机构职能定位,明确乡级农产品质检站的发展方向,加大检测经费的投入等对策和建议。
