我国城乡一体化发展中基本公共服务均等化的困境与出路

我国城乡二元结构的体制壁垒,造成城乡基本公共服务体系的不均等发展,严重阻碍了城乡一体化融合的步伐。基本公共服务均等化对统筹城乡一体化发展的内在需求表现在:破解城乡二元结构、推进新型城镇化和新型工业化、促进社会公平正义、破解"三农"难题。当前城乡一体化中基本公共服务均等化面临困境是公共服务体制不健全、公共财政投不足、农村公共服务薄弱、政府公共服务机制不健全。提出推进统筹城乡发展的基本公共服务均等化建设,应制定适合本地城乡一体化发展的基本公共服务规划体系,建立健全城乡基本公共服务均等化的机制,深化公共财政体制改革,创新基本公共服务供给模式,完善基本公共服务的绩效评价考核制度。

Predicament and Outlet of Basic Public Services Equalization of City and Rural Synchronous Development in China

Chinese city and rural discrete system caused the inequality of basic public service system of urban and rural, seriously hindered the pace of urban and rural integration. The equalization of basic public services for the integrated development of urban and rural to promote internal demand in two urban and rural economic structure, urbanization and industrialization, promote social equity and justice, to solve "three rural" problems. The integration of urban and rural equalization of basic public service in the dilemma is public service system is not perfect, the public finance investment, lack of public services in rural areas is weak, the government public service mechanism is not perfect. The construction of the equalization of basic public services to promote the urban and rural development planning should develop the basic public service system of the local urban and rural integration, establish and improve the mechanism to ensure equal access to basic public services in urban and rural areas, deepening the reform of public finance system, innovation of basic public service supply mode, system performance evaluation to improve the basic public services.
