农地生态治理融资渠道的拓宽和投资模式的创新——以宁夏为例

宁夏农业发展存在着严重的生态问题，其治理与保护的瓶颈之一就是资金不足。本文在分析了宁夏农业存在的生态问题和原有的投资效果的基础下．结合生态保护和治理的特殊性，提出了新的融资模式和投资机制。融资模式可以采用基金会融资模式和准项目融资模式，以保证融资渠道的稳定长效。投资机制上应该将目前行政集中管理的投资模式向兼顾各方利益、多层次、更灵活的投资方式转变．同时考虑到生态退化不同程度的区域采用不同的投资途径以确保资金使用的有效。新的投融资机制还需要公共管理体制和法律体系做出相应的配套改革，同时建立更灵活的调控机构以更好的促进生态治理的健康发展。

Study on Widening of Financing Channel and Innovation of Investing Mechanism of Ecology Harness——A Case of Ningxia

There is serious ecology problem in Ningxia.One of bottle-neck is fund shortage to harness and protect.Based on analyzing existent ecology problem and effect of investment,this paper brings out new financing pattern and investing mechanism.Financing pattern can adopt foundation financing pattern and quasi-project financing pattern guaranteeing financing channel's stabilization and long-acting.Investing mechanism must change management of administration concentrate into one of giving attention to two or more thing advantages,multi-levels and more flexibility,considering ecology degenerate area of vary degree to adopt different investment approach,insuring fund to using effectively and rationally.New mechanism of investing and financing also need reformation of mechanism of public management and legal system proportionally,at same time,building smartly regulating institution to improve healthy development.
