| 摘 要： | 本文在概述了现代农业基本内涵和特征的基础上,指出以传统农业中滋生出来的特色农业为突破口和战略重点是西部农业现代化的基本取向.从西部大开发、劳动力与土地资源、生物物种、环境资源、地理空间、区域特色农业等方面,分析了西部地区发展特色现代农业的优势,并指出要正确处理好传统农业和特色农业、特色农业和生态环境、政府与市场、短期和长期、区际之间的关系;同时,提出要从现代农业的支持体系、农村土地、组织方式、科技体系、产业体系、主导模式、社会化服务、主体培持、基础设施、农村综合改革方面,进行相应的制度体系创新,是西部发展特色现代农业的必然要求.
