家庭农场发展中若干问题研究——以浙江省为例

家庭农场作为农业生产经营中出现的又一新型农业经营主体,正在迅速的发展。浙江省家庭农场的发展水平整体上位于全国前列,但是省内的各个地区家庭农场的发展水平又处于不同的层次,不同发展阶段的家庭农场所遇到的问题也有差异。通过对浙江省家庭农场发展现状进行实地调研,采用问卷调查与座谈会相结合的方法对浙江省家庭农场发展过程中普遍存在的若干问题进行搜集、整理和分析,发现家庭农场发展中存在的问题主要有:土地流转问题、农业保险制度不完善、设施农用地审批难、融资过程中的抵押担保问题、雇工问题等,并对存在的问题提出了规范土地流转模式、完善政策性农业保险制度、适当放宽设施农用地使用比例、解禁土地使用权抵押的限制、完善人身保险制度等政策建议。

Issues of family farm development: a case study of Zhejiang Province

The number and size of family farms, one of the new agricultural management entities in agricultural production, had increased rapidly in the decade. The development of family farm of Zhejiang Province is located in the forefront in China. However, the speed of family farm development in various regions in Zhejiang was different and the problems encountered by family farms were also various. This study collect data of family farm development in Zhejiang through survey and seminars. Results indicate land circulation problems, flawed agricultural insurance system, problems in getting applications of land for agricultural facilities approved, mortgage and deposit issues in financing, and issues of hiring workers. This paper then proposed a few measures to deal with these problems. These measures include standardizing the contract of land circulation, improving policy-oriented agricultural insurance system, properly loosening the control of land for agricultural facilities, establishing the system of cropland mortgage, and improving personal life insurance system.
