我国农业保险体制的制度框架与政策选择

频繁的自然灾害与分散的农户经营模式使我国农业发展面临多重风险，农户对农业保险有着巨大的潜在需求，然而，农业保险产品的供给不足与需求不旺共同生成了我国农业保险市场的长期萎缩趋势。必须对我国现有农业保险体制进行彻底地改革，以期建立一个自愿和强制相结合、多层次体系互动、多渠道支持、多模式并存以及多主体经营的政府主导型的政策性农业保险体制；必须紧紧地围绕“三农”的总体政策，在制度安排中要将国家粮食安全、农民合作经济组织建设、农村扶贫以及农村其他保险等问题纳入到农业保险体制的制度框架之内。

Fundamental Frame and Policy Choice of Agricultural Insurance System in China

In China,agriculture always faces multi-fold hazards because of frequent natural disaster and farmers'disperse operation model,peasants are,therefore,keep a great potential demand in agricultural insurance.However,less incentive in supply and in demand of agricultural insurance has commonly brought out a long-run shrink tendency in agricultural insurance market.It is,therefore,necessary for us to redesign drastically an new agricultural insurance system under the background of building of harmony society and new socialist countryside,in order to establish a policy-oriented agricultural insurance system that is dominant by government.Meanwhile,institutional redesign should tightly keep general policies of"agriculture,peasant and countryside",and issues of food security,cooperatives of peasant,rural anti-poverty and rural insurance should be introduced into new agricultural institutional framework.
