| 摘 要： | 本文以河北省太行山区25个县为例,用生态和环境经济学方法对其生态资产进行评价,结果表明该区各类生态系统的总生态资产是3024875.38万元,是其GDP总和的2/5。其中,生态服务价值占优势的服务价值顺序是:土壤形成与保护价值>气候调节>废物处理>气体调节>水源涵养>生物多样性。从不同土地利用类型来看,提供生态服务价值的大小顺序为:林地>果园>草地>耕地。通过生态资产市场转化率的计算分析,提出了该区生态资产开发利用的对策:保护现有林地,提高林产经营水平,探索新的发展开发模式;加大力度开发湿地、水体的生态资产;发展绿色果品产业;发展生态养殖,充分利用荒草地资源。

| Abstract: | By using the methods of ecological and environmental economics, we aimed at assessing the eco-capital of the mountainous areas (25 counties) in Hebei province. The results showed that: the total value of eco-capital is 30.25 billion RMB, which is 0.4 times of the GDP. The sequence of the different services value share in the total eco-capital is: soil formation and conversation > climate regulation> waste absorbing > air regulation > water saving > biodiversity. In the different kind of ecosystem, the sequence of the different services value share in the total eco-capital is: forest land > fruit land > grassland >arable land. Finally, from the calculation and analysis of the conversion ration of eco-capital, we put forward the development countermeasures for mountainous areas development in this article. |
