基于DEA模型的湖南省财政支农支出效率评价

摘    要:准确评价财政支农支出的效率,有助于了解财政支农支出的实际效果,发现财政支农资金管理和使用中存在的问题,进而采取相应措施提升财政支农支出绩效。以2008-2013年湖南省14个市(州)财政支农支出面板数据为样本,运用DEA模型分析全省和市(州)层面财政支农支出的效率,探讨各地区提升财政支农支出效率的有效途径。结果表明,湖南省财政支农支出效率整体较高,6年综合技术效率均值都在0.8以上,且逐年略有提升。从市(州)层面看区域间差异较大,综合技术效率最高值与最低值之间相差0.637,且大部分地区纯技术效率较高而规模效率较低,这在湘中和湘东部分经济相对发达的地区尤为突出,需要在维持现有支出规模的基础上调整支出结构和整合支农资金;还有部分经济相对落后的湘中和湘西地区财政支农纯技术效率和规模效率都不高,规模报酬均呈现递增趋势,这些地区既需加强资金管理,更需加大财政支农规模,以提升综合效率水平。

Abstract:Accurate evaluation of the efficiency of fiscal expenditure on supporting agriculture (FESA) helps to know the actual effects of FESA and to identify the problems in the management and the use of financial funds for agriculture, enabling us to take corresponding measures to improve the efficiency of FESA. Based on the panel data of FESA of 14 cities (states) in Hunan Province from 2008 to 2013 and applying the DEA model, this paper analyzed the efficiency of FESA from both the provincial and the municipal levels and explored the effective ways for all regions to promote the efficiency of FESA. Results show that 1) the overall efficiency of FESA in Hunan province is relatively high; 2) the annual averages of technical efficiency in 6 years are all above 0.8, showing slightly increasing trends each year; 3) from the municipal level, the regional disparity is distinct, and the difference of the technical efficiencies between the highest and the lowest is 0.637; 4) in most regions, especially some relatively well-developed regions in central Hunan and eastern Hunan, the pure technical efficiency is relatively higher while the scale efficiency is relatively lower. For these regions, adjustment of the expenditure structure and integration of financial funds for agriculture should be conducted on the basis of the current expenditure scale; and 5) in some relatively less-developed regions in central Hunan and western Hunan, neither their pure technical efficiency nor sale efficiency is high enough and showing a diminishing trend of return to scale. To improve the comprehensive efficiency of these regions, the government should not only strengthen the fund management, but also enlarge the scale of fiscal supporting for agriculture.
