| 摘 要： | 发展现代农业必须有现代化的农业基础设施作为支撑,而现阶段的农业基础设施建设严重滞后于现代农业发展的要求.本文在提出农业基础设施概念的基础上,阐述了其在农业现代化建设中的作用和地位;从生产性、服务性、社会性、流通性的基础设施,分析了农业基础设施建设滞后的表现,以及导致滞后的障碍因素:投入、规划与管理;提出加速现代农业建设必须强化政府服务、资金支撑、监督管理三大功能.
