本文在提出"空巢"村概念及其形成原因的基础上,从城乡经济与居民收入差距、地区发展不平衡、城乡生活环境方面,分析了"空巢"村农民主体缺位的原因,以及对新农村建设中农业生产、老人赡养、子女教育、农村发展的影响;提出了实行统筹城乡发展与人力资源,筑巢引凤、吸引外出务工农民回乡创业,招商引资、开辟本地经济发展的增长点,改变农民主体缺位的基本对策.
