我国城乡二元经济结构与一体化土地市场制度改革及政策建议

我国城乡二元经济结构是长期以来多种因素共同作用的结果,是经过多年的演化而逐渐形成的。自新中国至今,我国城乡二元经济结构经历了固化、减弱、波动中加强和迅速强化4个演化阶段。这期间的二元土地制度对经济二元起到了固化、暂缓、重新强化和加剧的作用。改革当前二元土地市场制度,构建城乡一体化土地市场是促进城乡统筹发展的必然选择。构建城乡一体化土地市场制度需要一定的制度保障:(1)构建城乡统一土地市场的微观基础;(2)加强政府对城乡统一土地市场的规制和宏观调控。本文并就此提出了相应的政策建议:明确农村集体土地产权主体、规范政府征地行为、完善价格形成机制、建立和完善城乡协调的中介服务体系,以及坚持政府宏观调控与监督管理等。
