新时期工业反哺农业的机制和政策研究

本文在分析新时期工业反哺农业的必要性基础上,从工业化的阶段理论、典型国家和地区的实践及我国当前经济发展阶段,指出了新时期工业反哺农业时间点的选择;并从原则、战略目标、机制途径,阐述了工业反哺农业的框架和机制;从资金、手段、制度、组织化和产业化、科技、法制等,提出了新时期工业反哺农业的政策建议。

Mechanism and Policy on Industry Returns Nurturing to Agriculture in New Stage

This paper is on the basis of analyzing the necessity of industry nurturing agriculture.From the stage theory of industrialization,the practice of typical countries and regions,and the stage of Chinese present economic development,it has pointed out the time choice of industry nurturing agriculture in the new stage;and has explained the frame and mechanism of industry nurturing agriculture from the principle and the strategic objective and the mechanism route;and has proposed the politic recommendations of industry nurturing agriculture from fund,means,system,organization and industrialization,science and technology,legal system,etc.
