秦巴集中连片特困地区的贫困特征和生态保护与减贫互动模式探析

集中连片特困地区往往是自然灾害频发的生态脆弱区。本文以秦巴集中连片特困地区为研究对象,从连片区生态环境现状、生态环境与减贫特征两方面,分析区域贫困特征——集中表现为:生态环境恶化与贫困深化共生共存。指出破解区域经济发展难题,转换传统减贫思路,将生态扶贫纳入大扶贫格局,走出一条生态保护与减贫相结合的道路。具体思路:在剥蚀构造中山区采取生态环境建设的互动模式,包括退耕还林模式、生态移民模式；在河谷阶地采取生态经济建设的互动模式,包括发展生态农业、生态工业、生态服务业、生态城镇建设。

Analysis on the Interactive Mode between the Poverty Characteristics & Ecological Protection

The contiguous destitute areas tend to the ecologically vulnerable areas with frequent natural disasters. This paper, focusing on the contiguous destitute areas in Qinling-Dabashan Region as the research object, analyzes regional characteristics of poverty based on the status of ecological environment, the ecological environment & the characteristics of poverty reduction in contiguous destitute areas. And the characteristics represented as that the ecological environment deterioration coexists with the poverty deepening. This paper indicates traditional ideas shall be converted to corporate the ecological poverty alleviation into the greater pattern. Also, a combined road of ecological protection and poverty reduction should be taken in order to solve problems on regional economic development. In addition, this paper gives recommendations specific to different regional conditions. The interactive mode of the ecological environment construction including the reforestation and ecological migration pattern as well as that of ecological economic construction covering the development of ecological agriculture, industry & service and ecological construction of cities and towns are proposed to be carried on in the structure eroded middle mountains areas and valley terraces respectively.
