宁夏生态移民政策效益分析与“和谐富裕新宁夏”建设的思考

自宁夏自治区党委、政府对宁南山区、中部干旱区进行扶贫攻坚,实施生态移民政策以来,宁夏自治区在经济、社会、生态诸领域均取得全面发展。本文从经济、社会、生态环境三个维度展开生态移民政策效益分析;针对政策实施过程中面临的移民区在扶贫开发的定位和目标、生产和生活、移民社会适应性、移民贫困等问题,提出解决思路。认为实现“和谐富裕新宁夏”建设的宏伟目标,必须处理好黄河南北两地贫富收入差距、生态移民区文化的契合等问题,有效防止移民迁入区贫困问题的发生。

An Effectiveness Analysis on Policy of Eco-migration in Ningxia and Reflections of Constructing a New Harmonious and Prosperous Ningxia

After Ningxia Autonomous Region communist committee and government has implement the poverty alleviation and the "eco-migration" project in southern region in Ningxia and the middle dry area, Ningxia Autonomous Region has achieved comprehensive development in economy, society and ecology areas. This paper intends to give an effectiveness analysis on the eco-migration policy from three aspects of economy, society and ecological environment. Based on the problems in the implementation of policy process as the target orientation and development of the immigrant district in poverty alleviation, the solutions will be put forward. The author strongly assumes that in order to realize the magnificent goal of the construction of a new, harmonious and prosperous Ningxia and to prevent the occurrence of the poverty problems in immigrant area efficiently, we must handle the income gap between the rich and the poor in northern and southern part of the Yellow River, and the cultural linking point of the eco-migration region.
