摘    要:农业生产具有自然和市场风险,农户因从外部获得的交易成本有过高而难以承担某些环节而需依赖合作。但目前我国农民专业合作经济组织发展绩效并不理想:规模不大,覆盖面较低;资金不足,竞争力不强;服务领域狭窄,跨区域合作较少。影响绩效的制度性因子可分为宏观制度和微观组织层面,如法规没有配套;政府扶持力度小,政策制度亟待完善;对农民合作知识的培训教育制度不健全;产权结构和分配制度存在缺陷,与合作制的本质规定不符。因此,必须加快立法步伐,优化法制体系;改善宏观政策环境,加大政府扶持力度;优化产权结构和分配机制;推进理论创新,改进和强化合作教育。

Abstract:Natural and marketing risks exist in agricultural production.Farmers need cooperation because of the over-high trade fee.But nowadays,with small scale,poor coverage,inadequate financial support,weak compet-itiveness,narrow service coverage and insufficient.Cross-area cooperation,farmers of China haven't achieved ideal development efficiency of economic organization in specialty cooperation.The related influential factors include macro-system and micro-organization,such as matching regulations,increasing government support,bettering policy system;improving education system of training farmers knowledge of cooperation,defects in property structure and allocation system,etc.Therefore,it is urgent to accelerate legislation,better juristic system;improve macro-policy environment,increase government support,better property structure and allocation system,advance theoretical innovation and strengthen cooperative education.
