湖北省农业循环经济发展水平评价及障碍因素诊断*

采取Delphi法构建了湖北省农业循环经济发展评价指标体系的基础上,运用综合指数分析法对湖北省农业循环经济发展进行综合评价与分析,结果显示:2002-2011年湖北省农业循环经济发展总体上呈现出不断提升的趋势,2011年农业循环经济发展综合评价指数值是2002年的1.87倍,年均提升速率为6.45%。其中,资源循环利用因素对农业循环经济的推动作用最强,经济与社会发展因素的推动作用也较为明显,而资源减量投入因素和资源环境安全因素的推动作用比较有限,成为制约湖北农业循环经济发展的重要因素。制约因素诊断结果表明:2011年影响湖北省农业循环经济发展的障碍因素主要集中在资源减量投入因素,其障碍度为24.06%,其次为资源环境安全因素,障碍度为19.12%,接着为资源循环再利用因素(9.73%),经济与社会发展因素障碍度最小(5.79%)。依据分析结论,提出促进湖北省农业循环经济发展的相关对策和建议。

Development Level Evaluation and Diagnosis of Obstacle Factors on Development of Agricultural Recycling Economy in Hubei Province

On the basis of evaluation index system of agricultural recycling economy in Hubei Province established by using Delphi method, this study used composite index analysis method to make comprehensive evaluation and analysis for the development of agricultural recycling economy in Hubei Province. The results show that, in general, the development of agricultural recycling economy in Hubei Province shows a rising trend from 2002to 2011with an average annual increase rate 6.45%, and the comprehensive evaluation index value in 2011is 1.87times than that in 2002. Among all the factors promoting the development of agricultural recycling economy in Hubei Province, the circulatory use of resources is most important, and the function of economic and social development factors is also obvious, while the effect of resources input reduction and resources and environment safety is relatively limited, which are the key factors restricting the development of agricultural recycling economy in Hubei Province. The diagnosis results of constraints indicate that among all the factors that hinder the development of agricultural recycling economy in Hubei Province, resources input reduction factors rank first with an obstacle degree 24.06%, resources and environment safety factors rank the second with an obstacle degree 19.12%, the recycling of resources factors rank the third with a relatively small obstacle degree 9.73%,and the economic and social development factors rank fourth with the smallest obstacle degree 5.79%. Based on the conclusions above, this study puts forward some countermeasures and suggestions to promote the development of agricultural recycling economy in Hubei Province.
