稻田资源社会价值评估——以苏州市为例

以苏州市稻田资源为研究对象,深入剖析了稻田资源的社会价值构成,运用替代法、影子价格法和机会成本法等方法,评估了稻田资源的社会稳定和保障等社会价值。结果表明,苏州市稻田资源单位面积社会价值量为413.97万元/hm2,是苏州市当年水浇地征用价格的13.8倍,社会价值总量为344.17×109元。其中,社会保障价值占主体地位,达66.04%,社会稳定价值占33.96%。在社会保障价值各分类价值中,养老保障价值所占比例最大,为84.60%,表明稻田资源对农民的养老保障功能具有非常重要的作用,基本生活保障价值和就业保障价值所占比例分别为5.44%和9.96%。稻田资源社会价值的研究,对完善土地征收补偿机制、建立稻田保护补偿机制和健全农村社会保障体系具有非常重要的实践价值。

Assessment on social value of paddy resources: a case study of Suzhou City

Taking paddy resources of Suzhou City as the main research study area, this paper describes the social value constitution of paddy resources. It uses alternative methods such as the shadow price method, opportunity cost method and others to assess social stability value and social security value of paddy resources. The results show that social value of paddy resources of Suzhou City is 4.1397 million RMB per hectare, which is 13 times more than that of expropriation price of irrigated land. The total social value is 344.17×109 RMB. Social security value accounts for 66.14%, which is in a dominant position. Social stability value accounts for 33.96%. In each category of social security value, old-age security value takes the largest proportion of 84.60%, indicating that old-age security function of paddy resources for farmers has a very important role. Basic livelihood guarantee value and job security value accounts for 5.44% and 9.96% respectively. Studying on social value of paddy resources has a very important practical value for improving land acquisition compensation mechanism, establishing paddy protection compensation mechanism and improving the rural social security system.
