城乡统筹背景下进城农民工的社会保障问题探讨

城乡统筹背景下大量农民工进入城市,他们的社会保障问题亟待解决。城乡统筹为农民工进城提供了条件,农民工进城与农民工社会保障相互促进,进城农民工社会保障又是城乡统筹的应有之义。针对进城农民工社会保障存在的参保率低、覆盖面小、项目少、转续难、立法不完善等问题,提出了建立进城农民工社会保障制度,建立社会保障关系转续机制及健全社会保障法律法规制度等相应的对策措施。

On Social Security Problems of Migrant Workers in Context of Comprehensive Arrangement for Urban and Rural Areas

In the context of comprehensive arrangement for urban and rural areas,a huge group of migrant workers go into the cities,whose social security problems need to be solved urgently.Comprehensive arrangement for urban and rural areas provides the conditions for migrant workers,the two processes of migrant workers going into cities and establishing their own social security interact and help each other forward,and establishing social security systems of the migrant workers is just what comprehensive arrangement for urban and rural areas wants.As for the problems of low participating insurance rate,small coverage,less project,difficult continuation transfer and imperfect legislation,which exist in social security of migrant worker,this thesis puts forward establishing social security systems of the migrant workers,transfer mechanism of social security relationship as well as the laws and regulations of social security system.
