高等教育发展观的转变是推进素质教育的前提

从教育思想转变的视角，论述了高等教育发展观与素质教育的关系。分析表明，传统发展观已成为推进素质教育的制约因素。提出要全面推进素质教育，必须实现高等教育发展观从传统到现代的转变，确立均衡发展、智力与非智力因素相协调及科学教育与人文教育相整合的教育观念。

Development view of higher education and qualification-oriented education

The relation between the development view of higher education and the qualification oriented education is deiscussed and analyzed in the paper from the viewpoint of the transformation of educational ideology.The results show that the promotion of the qualification oriented education has been restricted by the traditional development view of education.The paper puts forth that,in order to improve the overall quality of students at all levels,the traditional view of the development of higher education should be transformed to a modern one to form a new educational concept:the balance development of education,the coordination of intelligence factors and non intelligence ones,and the integration of science education and humane education.
