产业结构升级对绿色经济效率的影响——基于面板Tobit模型的实证研究

2003—2017年全国30个省份的面板Tobit模型研究发现，产业结构升级促进了绿色经济效率的提升，并且制造业和服务业内部结构升级对绿色经济效率也具有促进作用；东部地区产业结构升级显著推动了绿色经济效率的提升，而中部和西部地区产业结构升级对绿色经济效率的影响不显著。因此，东部地区需积极发挥引领和辐射作用，有效带动中部和西部地区产业发展，提高其产业结构层次，与此同时，中西部地区应主动选择性承接东部地区产业转移，以促进区域产业结构转型升级，提升绿色经济效率。

Impact of Industrial Structure Upgrading on Green Economy Efficiency: An Empirical Study Based on the Panel Tobit Model

Based on the panel data of 30 provinces in China from 2003 to 2017, this paper established the Panel Tobit model, and found that: the industrial structure upgrading promoted green economy efficiency, so did the internal structure upgrading of manufacturing and service industry; the industrial structure upgrading in the eastern region significantly promoted green economy efficiency, while that in the central and western regions did not. Therefore, the eastern region should actively play a leading and radiating role to drive the industrial development of the central and western regions and improve their industrial structure. Meanwhile, the central and western regions should take the initiative to selectively undertake the industrial transfer from the eastern region so as to promote the transformation and upgrading of regional industrial structure and improve green economy efficiency.
