大面积采煤沉陷区的形成:资源禀赋与过度开采

基于中国44个煤炭资源型城市,实证分析2003—2018年间自然资源禀赋对过度开采的影响。研究表明:自然资源禀赋对过度开采存在显著的正向作用,过度开采行为偏向于自然资源禀赋丰裕的区域,易导致大面积采煤沉陷后果;相较大城市,中小城市自然资源禀赋对过度开采正效应更为显著,且资源丰富型城市的自然资源禀赋对过度开采的效应明显高于资源枯竭型城市;地方官员自利行为和产业结构升级在自然资源禀赋与过度开采之间存在中介效应,自然资源禀赋对地方官员自利行为具有正向影响,而自然资源禀赋对产业结构升级具有抑制作用,两者均导致过度开采效应的增大。

The Formation of Large-Area Coal Mining Subsidence Areas: Resource Endowment and Over-exploitation

Taking 44 coal resource-based cities in China as examples, this paper studies the impacts of natural resource endowment on over-exploitation through an empirical analysis. The results show: natural resource endowment has a notably positive effect on over-exploitation. Over-exploitation tends to occur in areas with abundant natural resource endowment, which usually resulting in large-area coal mining subsidence areas; compared to large cities, the positive impacts of natural resource endowment on over-exploitation are more notable in small and medium-sized cities. The effect of natural resource endowment on over-exploitation in resource-rich cities is obviously stronger than that in resource-exhausted cities; the mechanism of action refers to the fact that self-interest of local officials and upgrading of industrial structure produce a mediating effect between natural resource endowment and over-exploitation. Natural resource endowment has a positive impact on self-interest of local officials but conversely has an inhibiting effect on the upgrading of industrial structure. Ultimately, these two cases can lead to the amplification of over-exploitation.
