积分制促进乡村治理的机制与路径研究——基于大别山区金寨县宋河村实地调研

乡村治理是国家治理体系的重要组成部分,同时也是乡村振兴的基础。积分制作为新型乡村治理模式,通过确立党组织核心地位、推动形成多元化治理主体、加强各级治理主体联系、提升乡村治理能力以及促进"三治"融合内在统一进一步提升了乡村治理水平。总结分析积分制实施先进经验对提升我国乡村治理水平具有重要意义。针对当前积分制运行过程中存在的宣传力度不足、农村居民参与积极性不高等问题,应从坚持党的领导、保障基层民主、规范实施过程、明晰奖罚政策等方面进行完善。

The Mechanism and Route of Implementing the Points System to Promote Rural Governance: Based on Field Research in Songhe Village, Jinzhai County in Dabie Mountain Area

Rural governance is an important component of the national governance system, as well as a foundation for rural revitalization. Through establishing the core position of the Party organization, points system, as a new mode of rural governance, promotes the formation of diversified governance bodies, strengthens the contact between governance bodies at all levels, improves rural governance ability, and promotes the integration of self-governance, rule of virtue, and rule of law. It is of great significance to sum up the successful experience in implementing the points system for improving the level of rural governance in China. In order to solve the problems in implementing the points system, such as insufficient publicity and low participation enthusiasm of rural residents, we should make efforts to advance the process by adhering to the leadership of the CPC, ensuring democracy at the grassroots level, standardizing the implementation process, and clarifying policies on punishment and reward.
