乡村精英、社会资本与内生型乡村治理逻辑——基于安徽省S村合作社的个案研究

自新中国成立以来,我国对于乡村治理建设模式的探索经历了多个阶段,虽然不同时期不同背景下的乡村治理政策侧重点存在差异,但从政策内容的演变过程来看,存在“多方参与共治”的发展趋势。S村在历史契机和各方因素的推动下,形成了乡村精英、农村合作社、村民主体多方参与的治理格局,为乡村治理提供了新的思路。其治理逻辑是乡村精英通过合作社来激发和凝聚乡村的内生动力,并在这个过程中完成社会资本的积累。这些社会资本一经产生便直接再投入到整个治理过程中去,促进村庄治理,形成循环。并且在这个过程中,政府与合作社也可以形成良好的合作,共同致力于乡村治理。

Village Elite, Social Capital and Endogenous Rural Governance Logic: Based on a Case Study of the Cooperative in S Village, Anhui Province

Since the founding of the People''s Republic of China, the exploration of rural governance mode has gone through several stages. Although there are differences in the focus of rural governance policies in different periods and different backgrounds, the evolution of policy content indicates a trend towards "multiple participation and co-governance". For historical reasons and driven by various factors, S village has formed a governance pattern with multiple participants, i.e. rural elites, rural cooperative and villagers, which provides new ideas for rural governance. The governance logic of this pattern is that rural elites stimulate and gather the endogenous power of the village through cooperative, and complete the accumulation of social capital in this process. Once accumulated, this social capital will be directly put into use for promoting village governance, and thus forming a cycle in which the government and cooperative can also conduct a close cooperation, jointly committed to rural governance.
