安徽省湿地生态保护红线划分的研究

摘    要:湿地生态保护的有效途径是通过划定湿地生态红线,对湿地实施严格保护。安徽省湿地面积大,湿地面临的压力大,亟待采取有效保护途径。在分析安徽省湿地生态环境特征和重要性的基础上,构建安徽省湿地保护红线划定的指标体系,利用层次分析法确定指标权重,得出各评价单元内综合指数,确定安徽省湿地保护红线区范围。最终,安徽省湿地划为Ⅰ类红线、Ⅱ类红线和Ⅲ类红线。结果显示:Ⅰ类红线面积约为50.53万hm2,主要分布在淮河、长江两大流域及其水系,Ⅱ类红线面积约为22.02万hm2,包括南漪湖,Ⅲ类红线约为31.61万hm2,分布零散。3类红线湿地各占研究区域湿地面积的48.50%、21.14%和30.36%。基于湿地生态红线,对省内所有湿地应采取严格的分类分级管控措施。

Abstract:The effective way of wetland conservation is to be defined Wetland ecological red line and carried out strict protection. The area of wetland in Anhui Province is large and it faces huge stress, so effective protection is urgently needed. In this paper, based on the analysis of the characteristics and significance of wetland ecological environment in Anhui Province, we constructed the index system of the red line of wetland conservation in Anhui Province. The index weight was determined by analytic hierarchy process. We obtained the comprehensive index of each evaluation unit and determined the red line area of wetland conservation. Finally, the wetland of Anhui Province was classified as three types of red line that is the type I, typeII and type III red line. The results indicated that the type I red line area is about 50.5300 hm2, which is mainly distributed in Huaihe River, the Yangtze River and the drainage area of the two rivers; the type II red area is about 22.0200 hm2, an important wetland including the Nanyi Lake etc; the third type red line area is about 31.6300 hectares. The areas of these three type red lines accounted for 48.50%, 21.14% and 30.36% of the total area of wetlands in the study area. The ecological red line zone should to be strict managed by classification measures.
