福建推进海西科技协作联盟发展的合作模式选择

在推进海西科技协作联盟发展中,福建省具有区位优势、对台优势和中央的政策支持优势等,但也存在科技创新能力较弱、科技投入偏少、闽台科技合作进展有限、科技合作管理体制不顺、企业对科技合作的动力和压力不足等制约因素,应大力推进台湾技术梯度转移合作、共性技术开发合作、中介服务组织合作、创新平台合作和会议合作等合作模式,并采取相应的对策措施。

Modes to develop science and technology cooperation alliance in the economic zone on the west side of the Straits in Fujian

To develop science and technology cooperation alliance in the economic zone on the west side of the Straits,Fujian has the advantages owing to its location,oriented to Taiwan and policy support from the central government.Nevertheless,there are unfavorable factors such as poor science and technology innovation capacity,too little science and technology input,deficient progress of science and technology cooperation between Fujian and Taiwan,disorder of management system for science and technology cooperation,and lack of motive force and pressure in enterprises for science and technology cooperation.In view of those,the countermeasures are proposed in terms of transfer and cooperation of the technology from Taiwan,common technology development and cooperation,agency cooperation,innovation condition cooperation,and symposium cooperation.
