| 摘 要： | 农业基础设施建设是“三农”问题的重点内容之一，建设和完善农业基础设施关系到农业生产和农民利益。本文以上杭县为例，在对上杭农业基础设施进行调研的基础上，分析了农业基础设施建设存在的总量不足、规划不够、负担不均、维护不佳等问题及其主要原因，并提出建立农业基础设施建设法规体系、城市支持农村长效机制以及农业基础设施的分类管理与持续经营制度等政策建议。

| Abstract: | Construction of agriculture infrastructure is one of the keystones of the agricultural, rural and farmers＇ issues, building and perfecting agriculture infrastructure is related to agricultural production and farmers＇ benefit, This paper takes Shanghang County as a case, based on plenary survey of Shanghang County＇s construction of agriculture infrastructure, the main problems such as insufficient gross, inadequate layout, unfair burden and bad maintenance in agriculture infrastructure and their causes are analyzed, Accordingly the corresponding policies such as setting up the concerning laws and regulations system, long-effect mechanism of urban areas supporting rural areas and system of classification management and sustainable management. |
