农村信息化服务体系构建和实施策略研究

本文分析了安徽省农村信息化服务的现状、存在的问题以及农村信息化服务现状的评价指标体系．通过实证研究初步探明影响安徽农村信息化发展的主要因素，根据安徽省新农村建设中的科教网络联盟实证研究的需求，构建一种优化的多层次立体化四级运作的安徽省农村信息化服务体系，同时对其从系统框架架构、平台组织体系建构和四级运作模式进行论述。另外从转变投入模式，完善制度建设，发展基础设施建设，改善组织模式，转变传播渠道，推进人才培育六个大的方面提出了体系建设实施的推进优化策略，以供安徽省农村信息化建设参考。

Research on the Construction and Implementation Strategy of Rural Information Service System

This paper analyzed the current situation and existing problems of rural information service in Anhui province, and revealed the evaluation index systems of the present status of rural information service. Through the empirical research, this article ascertained the main factors affecting the development of Anhui rural informatization. According to the demand of the empirical study on the science and education network alliance in the new rural construction in Anhui province, we building a multi-level three-dimensional optimization and 4-leveled operational model of the Anhui rural information service system. At the same time, we discussed it in architecting system framework, constructing the platform system, building a level 4 operation mode. In addition, this article put forward six aspects of promoting and optimization strategy ,which is changing input mode, perfecting the system construction, development of infrastructure construction, improving the organization mode, shifting transmission channel, promoting talent cultivation, so as to offer the reference of Anhui rural informatization construction.
