我国农业语音专家系统的实现途径

综合运用并集成现代Internet技术、移动通讯技术、CTI技术、TTS、数学模型等全新的信息处理技术和手段,探索了具有区域农业特色的农村科技信息化服务平台,在区域特色农业领域为农民和农业企业的生产、经营、病虫害的防治、新品种引进、市场信息、法律、政策等提供电脑、电话、手机和广播咨询农业技术培训,建立了形成具有自主知识产权、面向农民、企业、政府、专家的农村科技信息服务平台("农民热线")———农业语音专家系统。"农民热线"为用户提供广泛的声讯信息咨询、专家在线解答、远程教育服务,其在海安、常州等地的初步应用表明,是管理部门与农民和企业沟通的桥梁,是开辟新农村信息服务和促进农村经济发展的新窗口和新渠道,并有效突破农村信息化建设的"最后一公里"瓶颈,因此本研究对服务"三农"将具有深远重大的意义。

Realization of the Voice Expert System for Agriculture in China

In this paper,by the comprehensive and integrated use of modern Internet technology,mobile communication technology,CTI Technology,TTS Technology and mathematics model,the rural scientific and technological information services platform with the characteristics of regional agriculture was explored,which provided computer,telephone,mobile and broadcasting advisory agricultural technical training for the production,management,prevention and treatment of diseases and insect pests,the introduction of new varieties,market information,laws,policies for the farmer and enterprise with the regional agricultural characteristics,and a scientific and technical information services platform in rural areas("Farmers Hotline") with self-forming intellectual property rights for farmers,businesses,governments,experts,was established,that is the agricultural expert voice system.The "Farmers hotline" was to provide voice information consultation,online expert answer,remote education service,and its initial application in Haian and Changzhou,etc,showed it was a bridge between the management unit and the farmers and enterprises,and develop new window and channel for the new rural information service,promoting rural economy,effectively break through the "last mile" bottleneck of construction of rural information.Thus the establishment and implementation of "Farmers Hotline" was significant for "agriculture,rural and farmer issues".
