| 摘 要： | 回顾了1978年以来，家庭联产承包责任制下农村土地流转政策的发展历程。对新形式下农村土地流转的时代特征进行剖析，在此基础上提出了加快农村土地流转，推进城乡统筹发展的建议措施。
