衡水市桃城区“一提一补”水管理政策可持续评价探讨

衡水市桃城区地处海河流域子牙河水系,数年来一直依靠大量开采深层地下水来保证生活和生产用水,造成地下水位以2 m/a左右的速度下降,成为冀枣衡地下深层淡水沉降漏斗区的中心。在此严峻形势下,该区探索"总量控制、定额管理、节奖超罚、政府调控、市场引导、协会自治"的用水管理制度,成立了地下水灌溉用水者协会,发放《水权使用证》,建立了总量、定额双控制的竞争节水机制,提出了"一提一补"的节水政策,取得了一定的节水成效。采用综合指数评价法对提补水价政策的可持续性进行了分析,结果显示,当前研究条件下,提补水价政策勉强可以持续。研究结果可为政策执行过程中政策的有效贯彻与调整提供科学依据。

Sustainability Evaluation about a Mention and Compensation Water-saving Incentive in Taocheng District of Hengshui City

Taocheng District of Hengshui City is located in the Haihe River Basin Ziya River system,has relied on a large number of deep groundwater exploitation to guarantee the life and production of water for years, caused the water table declined at a rate of 2 m/a left and right to become a deep under-ground freshwater sedimentation funnel district in Jizhou, Zaoqiang and Hengshui. In this grim situation, the district explored a water management system of total control,quota management,festival award ultra-fine,government regulation,market guidance,the association of autonomy,established of an associations about groundwater irrigation water users,issued a right to water use permits,established of a competitive total water saving mechanism,fixed dual control,proposed a mention and compensation water-saving pol-icy,made certain water-saving performance. We chose comprehensive index evaluation method to analysis the sustainability of mention pay the price policy. Based on the current study conditions, the results showed that barely the policy could be sustained. The results may provide a scientific basis for the effec-tive implementation of the process of policy implementation and policy reform.
