| 摘 要： | 大力发展农村小水电,可以解决农民的燃料和农村能源问题、减少森林砍伐、促进退耕还林、保护天然林、改善生态环境,是实施可持续发展战略的重要组成部分。通过对当前湘南地区的小水电开发现状分析,针对其中存在的种种环境问题,提出协调小水电开发与生态环境保护的对策建议。

| Abstract: | Developing rural small hydropower could solve the problems of fuel and energy,reduce deforestation,promote conversion of cropland to forest,protect natural forest and improve ecological environment,which is an important part of implementing the sustainable development strategy.The status of small hydropower development in South Hunan is analyzed.According to the environmental problems,the countermeasures of coordinating small hydropower development and ecological environment protection are suggested. |
