| 摘 要： | 针对目前退耕还林政策在执行中暴露出的一些问题,结合从"统治"到"治理"转变的大背景,对退耕还林政策实施过程中存在的问题进行了深入分析.认为完善退耕还林政策的根本途径在于引入现代治理理念,实现多方参与和利益平衡,尤其解决提高农民收入使其脱离贫困陷阱的可持续发展问题.

| Abstract: | The policy of grain for green in China has obtained remarkable achievement in the improvement of the ecological environment.But this policy also shows many problems during its implementation.The paper argues that the fundamental way to improve the grain for green policy is to introduce modern governance ideals and realize multiple participation and equilibrium in policy making and implementation.It is critically important to solve the sustainable development issue by improving the income of the peasants so they can exit from the poverty trap. |
