摘    要:生态补偿作为促进生态文明建设和实现社会公平的重要工具之一,作为社会经济与环境发展相互作用的必然结果,近年来得到了广泛关注。以密云水库上游地区、潮河水系发源地承德市丰宁满族自治县为研究区,结合实地调研和相关统计资料,选取县域经济发展、退耕还林工程、稻改旱工程等关系群众切身利益的方面进行分析,探讨了健全完善当前生态补偿的机制,以期对流域上下游地区的可持续发展研究提供参考。

Abstract:Ecological compensation as one of the important tools for promoting ecological civilization construction and realizing social fair, and as an inevitable result of the interaction of socio-economic and environmental development, has been widespread concern in recent years.In this paper, Fengning Autonomy County is the study area, which is in the upstream region of Miyun Reservoir and the Chao river birthplace , the perfecting of the current ecological compensation mechanism by combined with field research and related statistics is investigated.And the aspects of the vital interests of the masses, including the county economic development, grain for green project and paddy for drought-resistant crops project is analyzed.All of these are aimed at providing a reference for the study on the sustainable development of river basin upstream and downstream areas.
