| 摘 要： | 现行理论将政策合法化的主体定义为国家机关 ,但现实需求与理论发展都要求承认公民在这一过程中的主体地位 ,以体现法律精神 ,保护公民利益 ,而社会发展又使公民在政策合法化中发挥主体作用成为可能。

| Abstract: | Current theory has defined the government organ as the subject of policy legitimation.But both practical demands and theoretical development need to recognize citizens as the status of subject in the process of policy legitimation,to reflect law spirit and protect civil interests.Besides,social development also makes it possible for citizens to play the role in the process. |
