我国农村公共产品供给体制与政府职能分析

当前我国农村公共产品的供给情况不容乐观,已严重影响了农村经济的发展以及农民生活水平的提高,阻碍了现代化进程中的城乡一体化。究其原因,主要是农村公共产品的供给主体--政府的职能划分不清,存在“缺位”与“错位”。改变农村公共产品供给现状应遵循以下思路:在合理配置事权与财权的基础上,多元化筹措资金。
