| 摘 要： | 坝上地区的贫困是多种致贫因素得不到有效缓解长期积淀而陷入恶性循环的结果。实现治穷致富,需要进行综合治理,要进一步完善土地政策,优化产业结构与优化生态环境相结合,积极推进农业产业化进程,组织定居点近域集中,提高人口素质。

| Abstract: | The rural poverty of Bashang area in Hebei Province is the result of the vi-cious circle which many kinds of factors led to poverty can net be ameliorated effectuallyand accumulated for a long time. In order to separate from poverty and get rich, we musttake a synthetic governance, to perfected soil policy, to optimize industry structure andenvironment integrality, to advance the process of agricultural industrialization actively, tomake settlelocal concentrated closely, and to improve population diathesis. |
